| Penalties fail to deter uninsured drivers Penalties imposed for uninsured driving are not severe enough to encourage all motorists to take out suitable cover, the AA has said.
Fines for uninsured drivers averaged £182 in 2006, while the majority of car insurance policies cost in the region of £1,000, explained the AA's head of road safety Andrew Howard.
